- In a medium pot, boil potatoes and onion until tender.
- Transfer potatoes and onions into a blender. Save 1 ⅔ cup of cooking liquid from the pot and discard the rest. Slowly add the water between pulsing the blender to puree the potatoes and onions. Set aside.
- Next, in the same cooking pot, melt the butter and whisk in the flour. Allow the flour to cook and whisk continuously to prevent scorching. Whisk in the milk and allow the mixture to thicken.
- Add the potato and onion puree. Simmer for 5 minutes. Season with salt and pepper. Serve in bowls and garnish with fresh chives.
